Bitch In Heat

My Labrador bitch(9 months old) was in heat for three weeks (ie From when I first spotted a little bleeding). I am afraid to let her out in case she gets caught by a male dog after the trouble of keeping her indoors for the three weeks. How will I know if she is finished her cycle?
