Most Likely Time For A Bitch To Become Pregnant

I have 2 Bishon Frize', one male and one female. He is almost one and she is 7 months old.

I was away on holiday and they were looked after by a family member. I returned today to find my female swollen and bleeding. I am not sure how long she has been so. My male is not paying particular attention to her and I am worried that she could already be pregnant because of this.

Is it possible for her to become pregnant while bleeding? Is this why he is not trying to consumate? Should I keep them separated at all times from now on? When is the most likely time for her to become pregnant?
