Unspayed Female and Neutered Male

Is it common for an unspayed female to be aggressive and constantly attack or fight a neutered male? My daughter's female dog moved in about 2 weeks ago and her behavior has completely changed towards my male dog. He's pushing her away as if he don't want to be bothered or don't like her. And she's constantly starting what looks like fights with him. Please help!
