What to do if you have a male dog inside with a female dog in heat?

My female dog is in heat, and I have a male dog inside as well. They both have been allowed to have the run of the house, and now she is in heat. The male dog is going crazy. He wants to get with her all through the day and even in the night. He is continuously whining. Is there anything that can be done to keep him from acting on his animal instincts? Other than have him fixed?
